The preamp will not function without power. The antenna will function but will deliver less signal than without the preamp and power insert simply because there is a loss of signal with each connection in the system.

yes, the power supply included (120-volt ac) installed INDOORS at the end of the coaxial cable that enters the house, then a second cable to go to the TV(s).

The amp, a power injector that goes inline behind the TV and plugs into the wall, mounting hardware for attaching to an antenna post, and a few weather boots for the end of your coax lines are included. All I needed to install was a short (~12″) coax line to attach to the antenna (antenna leads did not reach the mounting post).
